Scott grew up in rural Pennsylvania Appalachia coal country. Worked the steel mills and machine shops of western PA for many years. With the decline of the steel industry, he owned and operated several businesses. Later, he attended Slippery Rock University of Pennsylvania earning a BS in Early Childhood/Elementary Education and Master of Teaching in Special Education at SRU. He taught both general and special education in Pennsylvania and Kentucky public schools. He then earned a Master of Science in Educational Leadership and Education Specialist degrees from Purdue University in West Lafayette Indiana. Scott has held various teaching licenses in Pennsylvania, Indiana and Kentucky in both general and special education as well as building principal licenses (all levels) and Director of Special Education for Kentucky.
